A Mark Powell Velvet Cord Suit.
Mark Powell is a renowned English tailor, still working and designing for such luminaries as Paul Weller and Bradley Wiggins.
Here's a link to his website. This particular suit was comissioned around 1990 and styled on the famous white suit worn by Elvis in the 1968 comeback which was proportedly designed by Pierre Cardin.
It's made of super soft brown velvet corduroy, 4 button double breasted, regency collar, cutaway cuffs and back button detail. A real showstopper to suit a Mod, a Dandy or any true gent around town.
The seat of the pants have a jhodpur style patch (by Mark Powell himself) as the original owner found the velvet material way to soft to survive the rigours of even a car seat. Delightfully impractical!
